I think it would be a good time. the electricity would enable communication. I know spirits are good with it.

i found that i get mixxed results

I guess it really depends whoyou are summoning. They might like rainy days over sunny.

I'd say storms would be better. The mor electrical current in the air, the more energy for the spirit to draw from. Also, moisture is a great conductor of electricity, so during rain or humidity *should* be more productive.
