Can an external stereo condenser microphone be used successfully in conjunction with a mono voice recorder?

That depends on the microphone. Condenser mics require a DC voltage across the element in order to function. If your mic includes a single battery for both elements it probably will work as mono by simply tying the two channels together.
If it requires phantom power or two separate batteries, one for each element, it may require a mixer circuit be added to combine them for mono.
